I've been to Italy and then Spain-and they look the same?

I am American and I visited Italy and Spain. Honestly I see only a small difference, almost like i cant tell them apart. But I have two questions:

How come Hispanics aren't considered white? I mean i've been to spain and they are considered Hispanic/ latino...

How come italians are considered white? and people from spain/hispanics are not? ( im talking about the north not the south-i understand the south is mixed).

It doesn't make sense, and dont say that the US is bad at categorizing things or that their race classification is stupid, i want a reason why Italians are white, and spainards are not...they look the same, have the same features, same skin, same hair...

WHERE DID YOU GO IN ITALY IN SICILY? SOUTH ITALY? THE SAME TOWN IN SOUTH ITALY WHERE AMERICANS GO EVERY TIME, DID YOU GO IN NORTH ITALY? MILAN,VENICE,PADOVA,BELLUNO.............… DID YOU KNOW THAT SOUTHERN ITALIAN ARE COMPLETY DIFFERENT FOR NORTHER ITALIAN AND THAT SICILY IS AN ISLAND THAT IS NOT EVEN ATTACHED TO THE LAND OF ITALY, BUT MOSTLY AMERICAN I DON'T KNOW WHY GO IN VACATION OVERTHERE AND AFTER THEY THINK THAT EVERY ITALIAN IS LIKE SICILIAN, SICILIAN AND ITALIAN ARE DIFFERENT RACE FOR LET YO KNOW
