Answer on How do you get free ring tones from country to jazz to rock and not have to pay anything?
Most of the methods related to this topic are illegal because songs are often protected by copyright laws. Don't expect to legally get these unless the song is open-source / public domain.
What you could do if you want name artist, e.g., Carry Underwood, Micheal Jackson, Neil Young, is that you could burn their CDs to your computer and use a program like Audacity to shorten the play time so that they could be used as ring-tones. From here, you can send them to your phone via Email, USB, or Blue Tooth.
If you don't have CDs but already have audio files on like iTunes, you can format them to the what your phone accepts (usually MP3s, AAC Audio, and even WAV.) You will still need an audio editor like Audacity to slice the track down for ring-tone use.
Don't worry, if you use Audacity, you can still keep a full length track and a ring-tone as separate files. It may be wise to encode the audio in Audacity by using the export function.
